يكون للهيئة موازنة خاصة يتم إعدادها طبقا للقواعد التي تحددها اللوائح الداخلية للهيئة دون التقيد بالقوانين واللوائح المنظمة لإعداد موازنة الدولة .
كما يكون للهيئة حساب خاص تودع فيه مواردها ويرحل الفائض من موازنة الهيئة من سنة إلى أخرى .
وتبدأ السنة المالية للهيئة مع بداية السنة المالية للدولة وتنتهي بنهايتها .
