يشكل مجلس المديرين بقرار من وزير النقل برئاسة رئيس مجلس الإدارة ويصدر قرار من وزير النقل ببيان نظام وإجراءات العمل به .
وللمجلس أن يدعو لحضور جلساته من يرى الاستعانة بهم من العاملين بالهيئة أو غيرهم من ذوي الخبرة .
