يجب على كل من أخطر الهيئة برغبته فى توفيق أوضاعه القيام بذلك خلال سنة على الأكثر من تاريخ العمل باللائحة التنفيذية، ويجوز للوزير بناء على عرض مجلس إدارة الهيئة أن يأذن له بتلقى الأموال من الجمهور لاستثمارها خلال تلك المدة.
