يجوز للجهة الإدارية المختصة تفويض المحافظ في التصرف واتخاذ جميع
الإجراءات وفقا لأحكام هذا القانون في الأراضي المملوكة لهذه الجهات ملكية
خاصة والخاضعة لولايتها.
ويكون للمحافظ المختص ولاية التصرف لواضع اليد بالنسبة للأراضي التي
ليس لها جهة ولاية.
