أو المحافظة أو الهيئة العامة أو الجهاز التابع للدولة أو غيرها من الأشخاص
الاعتبارية العامة التي لها سلطة الإدارة والاستغلال والتصرف في أملاك الدولة
الخاصة الخاضعة لولايتها.
