تختص أقلام الكتاب بمحاكم الأحوال الشخصية بقيد واقعتي الزواج والطلاق إذا كان طرفا العلاقة من المواطنين متحدي الديانة والملة.
وتختص مكاتب التوثيق بالشهر العقاري بقيد واقعتي الزواج والطلاق إذا كان أحد طرفي العلاقة أجنبيا أو كان الطرفان مصريين واختلفا في الديانة أو الملة.
