يكون لمجلس ادارة الهيئة سلطة نقل الاعتمادات المخصصة بموازنتها وذلك في حدود المشروع الواحد وبغرض تحقيق التكامل وتنفيذ خطط ومشروعات التعمير والاستصلاح والاستزراع وذلك دون التقيد بالأحكام والنظم المعمول بها في هذا الشأن .
