يحظر على طرفى علاقة العمل أثناء المفاوضة اتخاذ إجراءات ، أو إصدار قرارات تتعلق بالموضوعات محل التفاوض ، إلا فى حالة الضرورة والاستعجال ويشترط أن يكون الإجراء أو القرار فى هذه الحالة مؤقتا .
