فى غير مناطق التنمية والاستثمار التابعة للجهاز والمناطق الاستراتيجية والمتاخمة التى يصدر بتحديدها قرار من وزير الدفاع يلتزم المحافظون ووحدات الإدارة المحلية وكافة أجهزة الدولة بالمنطقة بأحكام هذا المرسوم بقانون فيما يتعلق بحق الملكية أو الانتفاع أو الاستخدام مع ضرورة الحصول على موافقات وزارتى الدفاع والداخلية والمخابرات العامة وفقا لما ورد بهذا المرسوم بقانون .
