مع مراعاة مقتضيات تطوير التعليم وتحديثه ، يتولى وزير التعليم إصدار القرارات اللازمة لتنفيذ هذا القانون ، وله بعد موافقة المجلس الأعلى للتعليم أن يصدر من الأحكام المؤقتة ما يقتضيه نظام الدراسة أو الخطط الدراسية أو مناهج الدراسة أو نظم الامتحان أو غير ذلك من الأحكام اللازمة خلال فترة الانتقال التى يحددها بقرار منه .
