يكون تقل شاغلى الوظائف المنصوص عليها فى هذا الباب بين المحافظات بقرار من وزير التربية والتعليم والتعليم الفنى بالتنسق مع المحافظ المختص وبعد أخذ رأى لجنة للموارد البشرية تشكل بقرار من الوزير لهذا الغرض .
