يشترط للتعيين ابتداء فى إحدى وظائف التعليم المشار إليها فى المادة (٧٠) من هذا القانون ، أو للترقية للوظائف الأعلى أو ما يعادلها على النحو الوارد فى هذا الباب ، توافر شروط شغلها والحصول على شهادة الصلاحية لشغل الوظيفة واجتياز التدريب والاختبارات التى تعقد لهذا الغرض .
