يشكل فى كل محافظة مجلس للإشراف على دور المعلمين والمعلمات والتخطيط لسياسة القبول والإعداد التى يتقرر قبولها بها ووسائل ربطها عضويا بكليات التربية فى المحافظة . و يصدر بتشكيل هذا المجلس وتحديد اختصاصاته وصلاحياته قرار من المحافظ المختص بعد موافقة وزير التعليم .
