يشترط فى هيئات التدريس بدور المعلمين والمعلمات أن تكون على مستوى متميز من التأهيل والكفاية وفقا للقواعد والشروط التى يصدر بها قرار من وزير التعليم و يجوز أن يتضمن هذا القرار منح حوافز تشجيعية لهيئات التدريس .
