يستثنى المكفوفون الذين أتموا المرحلة الأولى من شرط السن الوارد فى البند الثانى من المادة الثانية من القانون رقم ٥٥ لسنة ١٩٥٧ فى شأن تنظيم التعليم الإعدادى العام ، والبند الأول من المادة ٢١ من القانون رقم ٢١١ لسنة ١٩٥٣ بشأن تنظيم التعليم الثانوى وذلك فى حدود سنتين زيادة عن الحد الأعلى .
