لوزير الصحة العمومية فى سبيل مكافحة وباء الكوليرا أن يصدر دون حاجة لموافقة لجنة التموين العليا قرارات بالاستيلاء على أى وسيلة من وسائل النقل أو على العقارات أو مستحضرات صيدلية أو كيماوية أو أدوات طبية أو مهمات تستلزمها حالة المكافحة وله إصدار أوامر تكليف لأى فرد بتأدية أى عمل من الأعمال المتصلة بمكافحة الوباء .
ويتبع فيما يتعلق بأوامر الاستيلاء أو التكليف المشار إليها أحكام الباب الحادى عشر من القانون رقم ٩٥ لسنة ١٩٤٥ الخاص بشئون التموين .
