تكفل الدولة دعم النشاط التعاونى الإسكانى وتوفيرا يلزم له من قروض ومواد للبناء وفقا لأحكام التشريعات المنظمة لهذا النشاط .
كما يكون للأفراد عند تعلية مبانيهم أو استكمالها أو التوسع فيها كما يكون للراغبين فى الاستثمار فى مختلف مستويات الإسكان عدا الفاخر منها ، الحصول على القروض الميسرة التى تقدمها الدولة والهيئات العامة والجهاز المصرفى .
وكل ذلك وفقا للضوابط التى يصدرها قرار من الوزير المختص بالإسكان .
