تكفل الدولة بتقديم قروض تعاونية ميسرة لترميم وصيانة المبانى و يكون للقرض وملحقاته امتياز عام على أموال المدين ضمانا للسداد وتكون مرتبة هذا الامتياز تالية للضرائب والرسوم .
وتعفى القروض من جميع الضرائب والرسوم وتحصل بطريق الحجز الإدارى .
وتلغى أحكام المادة ( ٦٢ ) من القانون رقم ٤٩ لسنة ١٩٧٧ وذلك اعتبارا من تاريخ العمل بهذا القانون .
