يجب على مالك الأرض أن يسمح بأن تمر بأرضه المياه الكافية لري الأراضي البعيدة عن مورد المياه ، وكذلك مياه الصرف الآتية من الأراضي المجاورة لتصب في أقرب مصرف عمومي ، بشرط أن يعوض عن ذلك تعويضا عادلا .
