لا يجوز لقلم الكتاب لأى سبب أن يقبل مذكرات أو أوراقا بعد انقضاء المواعيد المحددة لها وإنما يجب عليه أن يحرر محضرا يثبت فيه تاريخ تقديم الورقة واسم من قدمها وصفته وسبب عدم قبولها .
