يشكل مجلس إدارة الاتحاد من أحد عشر عضوا على الأقل وتبين اللائحة التنفيذية طريقة تشكيل مجلس الإدارة بما يحقق تمثيل أوجه نشاط وأغراض الجمعيات على مستوى الجمهورية ، ويجوز لمجلس إدارة الاتحاد أن يعين مستشارين له من بين المشتغلين بالتعاون ممن ترشحهم الهيئة العامة لتنمية الثروة السمكية .
