الجمعية العمومية هى السلطة العليا وتتكون على الوجه الآتى :
( ا ) فى الجمعيات المحلية تتكون من جميع أعضائها .
( ب ) فى الجمعيات المشتركة والعامة تتكون من الأعضاء الممثلين لجمعياتهم المشتركة فيها وتبين اللائحة التنفيذية الشروط والأوضاع الخاصة بذلك .
