هذا القانون وعلى الأخص :
١ - إجراءات وشروط ومتطلبات عملية إنشاء الجامعة ، وبدء الدراسة بها .
٢ - شروط وضوابط تعيين القيادات الجامعية وأعضاء هيئة التدريس ومعاونيهم .
٣ - شئون التعليم بالطلاب .
٤ - نظام العمل بمجلس الجامعات الخاصة والأهلية .
