الجامعات الأهلية لا تهدف إلى الربح، ويجوز إنشاؤها بناء على طلب
شخص طبيعي أو شخص اعتباري أو منهما معا أو مؤسسة ذات نفع عام طبقا لقانون
الجمعيات والمؤسسات الأهلية.
كما يجوز للأشخاص الاعتبارية العامة إنشاء أو المساهمة فى إنشاء الجامعات الأهلية طبقا للضوابط التى يصدر بها قرار من مجلس الوزراء
.
