تكفل الدولة حماية الطفولة والأمومة ، وترعى الأطفال ، وتعمل على
تهيئة الظروف المناسبة لتنشئتهم التنشئة الصحيحة من كافة النواحى فى إطار من الحرية
والكرامة الإنسانية .
كما تكفل الدولة ، كحد أدنى ، حقوق الطفل الواردة باتفاقية حقوق الطفل وغيرها
من المواثيق الدولية ذات الصلة النافذة فى مصر" .
