لا يجوز تصدير السلع الخاضعة للرقابة قبل الحصول على شهادة فحص باستيفائها الشروط والمواصفات التى يصدر بتحديدها قرار من وزير التجارة بعد الاتفاق مع الجهات المختصة .
ويجب تصدير السلع خلال المدة المحددة فى الشهادة المذكورة فإذا انقضت دون تصدير وجب الحصول على شهادة جديدة .
