ينشأ الجهاز المركزى للتنظيم والإدارة ويكون هيئة مستقلة تلحق بمجلس الوزراء . ويتألف هذا الجهاز من إدارات مركزية يصدر بتنظيمها وتحديد اختصاصاتها قرار من رئيس الجمهورية ، وتتكون هذه الإدارات المركزية من عدد من الإدارات العامة يصدر بتنظيمها وتحديد اختصاصاتها قرار من رئيس الجهاز .
