يقصد بالجهات الحكومية فى تطبيق احكام هذا القانون :
(أ) وزارات الحكومة ، ومصالحها ، والأجهزة التى لها موازنة خاصة بها .
(ب) وحدات الحكم المحلى .
(ج) الهيئات العامة .
(د) المجالس العليا للقطاعات لشركات القطاع العام .
