يجب على اللجنة الثلاثية دعوة الجمعية العمومية الأولى للانعقاد خلال ثلاثين يوما من تاريخ شهر النظام الداخلى للجمعية وإلا تولى الاتحاد التعاونى الإنتاجى المركزى هذه الدعوة ويجب أن تتضمن جدول أعمال الجمعية العمومية الأولى المسائل الآتية :
١ - التصديق على قبول الأعضاء المكتتبين بعد توقيع عقد التأسيس .
٢ - اعتماد مصاريف التأسيس .
٣ - اعتماد خطة العمل السنوية التى تضعها اللجنة الثلاثية .
٤ - انتخاب أعضاء مجلس الإدارة الأول .
