يلتزم كل من يعين بالقطاع ولم يمض عشر سنين أن يسدد قيمة التكلفة الفعلية لنفقات الفرق والدورات التدريبية والتأهيلية والبعثات وغيرها مما حصل عليه لتأهيله للعمل بالقطاع ، وذلك متى انتهت خدمته بالقطاع بالاستقالة أو بالنقل إلى وظيفة مدنية خارج وزارة الداخلية أو بناء على رغبته .
