يحرر محضر ضد كل من خلط قطنا بالمخالفة لأحكام المادتين 3, 4 ويكون مدير المحلج وفرازه أو مخزنجى شركة التصدير بحسب ظروف كل حالة مسئولا مع المخالف إذا حصل الخلط داخل المحلج أو المكبس.
ويقوم محرر المحضر بحجز القطن والتحفظ عليه مؤقتا فى المكان الذى حجز فيه على نفقة مالكه ومسئوليته إلا إذا رأى محرر المحضر نقله إلى مكان آخر.
