لا يجوز تداول أصناف القطن الشعر إلا فى بالات.
ويستثنى من ذلك الأصناف الآتية:
( أ ) بواقى الفرفرة والكبس.
(ب) العينات المسحوبة من البالات المكبوسة كبسا مائيا أو بخاريا يقصد بيان الصنف والرتبة بشرط إضافتها إلى نفس الرسالة المسحوبة منها فإذا كانت أصناف القطن الشعر داخل صور أو أكياس اعتبرت أقطانا مخلوطه ويجوز تصريفها دون مصادرة أو حجز للمغازل المحلية أو ضمن أقطان مخلوطة.
