استثناء من أحكام المادة (19) يشكل أول مجلس ادارة بقرار من الوزير المختص بالاسكان، خلال شهرين من تاريخ العمل بهذا القانون.
ويضع هذا المجلس قواعد التصنيف والترتيب ونسب تمثيل مختلف الفئات فى مجلس ادارة الاتحاد، ولا تسرى هذه القواعد الا بعد اعتمادها من الوزير المختص.
كما يتولى هذا المجلس ممارسة الاختصاصات المقررة لمجلس ادارة الاتحاد فى هذا القانون، ويقوم بكافة الاجراءات الكفيلة بوضع أحكامه موضع التنفيذ.
