يكون تعيين مدير الجامعة بقرار من رئيس الجمهورية، بناء على ترشيح الوزير المختص واقتراح شيخ الأزهر، ويشترط فيه أن يكون قد شغل أحد كراسى الأستاذية بجامعة الأزهر أو بإحدى الجامعات فى الجمهورية العربية المتحدة.
