تشكل لجنة عليا برياسة وزير الإصلاح الزراعى وإصلاح الأراضى وعضوية كل من رئيس مجلس الدولة ورؤساء مجالس إدارة الهيئة العامة للإصلاح الزراعى والمؤسسة المصرية العامة لاستصلاح الأراضى والمؤسسة المصرية العامة لتعمير الصحارى ورئيس إدارة الفتوى والتشريع المختصة بمجلس الدولة ووكيلى وزارتى الخزانة والحربية .
ويكون لهذه اللجنة تفسير أحكام هذا القانون وتعتبر قراراتها فى هذا الشأن تفسيرا تشريعيا ملزما . وتنشر فى الجريدة الرسمية .
