جميع التصرفات التى تمت قبل العمل بهذا القانون الواردة على عقارات كانت داخلة فى ملكية الدولة الخاصة — تبقى نافذة بذات الشروط والأحكام السارية وقت إقرارها .
ويجوز للمجلس التنفيذى تعديل هذه الشروط والأحكام أو إلغائها أو إضافة أحكام جديدة إليها — إذا كان ذلك بقصد التيسير على المتصرف إليهم من صغار الفلاحين أو من خريجى المعاهد الزراعية .
