تشكل بقرار من وزير الإصلاح الزراعى وإصلاح الأراضى لجان قضائية تكون كل منها برياسة رئيس محكمة ابتدائية على الأقل وعضوية قاض يختارهما وزير العدل ونائب من مجلس الدولة يختاره المجلس .
