يشمل زمام القرية أو المدينة بالنسبة إلى ما يستجد من طرح النهر وأكله فى تطبيق أحكام هذا القانون ، المساحة المحصورة بين شاطئ النهر ومحوره بحسب طبيعته وبين خطين عموديين يبدآن من شاطئ النهر عند التقائه بحدى الزمام المرسومين على خرائط المساحة وينتهيان عند ذلك المحور .
