يعمل بأحكام القانون المرافق فى شأن حقوق الأشخاص ذوى الإعاقة والأقزام .
وتسرى أحكامه على ذوى الإعاقة والأقزام من الأجانب المقيمين بشرط المعاملة بالمثل .
ويلغى القانون رقم ٣٩ لسنة ١٩٧٥ بشأن تأهيل المعوقين ، كما يلغى كل حكم يخالف أحكام هذا القانون والقانون المرافق له .
