تلتزم الدولة والوزارات المختصة بالنقل والجهات المعنية الأخرى بوضع النظم اللازمة لإتاحة وتيسير انتقال الأشخاص ذوى الإعاقة ، بما فى ذلك تخصيص أماكن لهم فى جميع وسائل النقل بكافة درجاتها وفئاتها وأنواعها ، وبتخفيض أجرتها بنسبة لا تقل عن (٥٠٪) من قيمتها المدفوعة ، وذلك بالنسبة للشخص ذى الإعاقة ومساعده ، وباستخدام وسائل الإتاحة التكنولوجية فى وسائل النقل والمواصلات .
