للسلطات المختصة فى الدولة أن تخضع لإدارتها جميع خدمات وشبكات
اتصالات أى مشغل أو مقدم خدمة وأن تستدعى العاملين لديه القائمين على تشغيل
وصيانة تلك الخدمات والشبكات وذلك فى حالة حدوث كارثة طبيعية أو بيئية
أو فى الحالات التى تعلن فيها التعبئة العامة طبقا لأحكام القانون رقم ٨٧ لسنة ١٩٦٠
المشار إليه وأية حالات أخرى تتعلق بالأمن القومى .
