يتكون رأس مال هيئة القطاع العام من:
1 – رؤوس أموال شركات القطاع العام التي تشرف عليها المبينة والمملوكة للدولة ملكية كاملة.
2 – أنصبة الدولة في رؤوس أموال الشركات التي تشرف عليها الهيئة والتي تساهم فيها بالاشتراك مع الأشخاص الاعتبارية العامة أو الخاصة أو الأفراد.
3 – الأموال التي تخصصها لها الدولة.
