يسرى على العاملين بهيئات القطاع العام قانون نظام العاملين بالقطاع العام الصادر به القانون رقم 48 لسنة 1978
كما يسرى حكم المادة 42 من هذا القانون على العاملين بهيئات القطاع العام التي تباشر النشاط بنفسها، وفقا للضوابط التي يصدر بها قرار من رئيس مجلس الوزراء.
