تبدأ السنة المالية للهيئة مع بداية السنة المالية للدولة وتنتهي بانتهائها. ويكون للهيئة موازنة تخطيطية مستقلة تعد على نمط الموازنات التجارية.
وتعتبر أموال الهيئة من الأموال المملوكة للدولة ملكية خاصة ما لم ينص على خلاف ذلك من القرار الصادر بإنشائها.
وتقوم الهيئة بفتح حساب مصرفي في البنك المركزي أو أحد المملوكة أسهمها بالكامل للدولة * تودع فيه مواردها.
