استثناء من أحكام القانون رقم 20 لسنة 1921 يجب على أصحاب المحالج أو المسئولين عن إدارتها وعلى مديرى البنوك أن يتموا حلج مقادير القطن الزهر التى تكون مودعة فى شون المحالج أو البنوك فى المواعيد التى يحددها وزير التموين بقرار يصدره فى كل موسم بالاتفاق مع وزير الزراعة.
وتخصم عند اللزوم من ثمن البذرة المستولى عليها الأجرة المستحقة لصاحب المحلج أو البنك أو الشونة مقابل حلج الأقطان الناتجة منها هذه البذرة.
