يستولى من أنتاج مصانع نسج الأقمشة العادية المحلية وأصحاب الأنوال اليدوية ومن المنسوجات المستوردة على كميات المنسوجات القطنية العادية التى يصدر بتحديدها قرار من وزير التموين.
ويحدد القرار الكميات التى يستولى عليها من كل نوع والأسعار التى تباع بها .
