تتكون موارد المجلس مماياتى :
١ - الاعتمادات التى تخصص للمجلس فى الموازنة العامة للدولة .
٢ - الهبات والمنح والإعانات التى يقرر المجلس قبولها بأغلبية ثلثى أعضائه على الأقل .
٣ - ماتخصصه الدولة للمجلس من منح أو إعانات ، تقرر اتفاقيات دولية مبرمة معها توجيهها إلى مجالات حقوق الإنسان .
وينشأ حساب خاص لحصيلة هذه الموارد فى أحد البنوك الخاضعة لرقابة البنك المركزى المصرى ، ويراعى ترحيل الفائض من هذا الحساب فى نهاية كل سنة مالية إلى موازنة المجلس للسنة التالية .
