للوزير إصدار صكوك ضريبية يكتتب فيها الممولون وتحمل بعائد معفى من الضرائب يحدده الوزير .
وتكون لهذه الصكوك وللعوائد المستحقة عليها قوة الإبراء عند سداد الضرائب المستحقة .
