لا يجوز مباشرة أي عمل الا بعد تحصيل الرسم المستحق عليه مقدما .
لكن اذا تعلق الأمر بدعوى مرفوعة من الحكومة أو من شخص أعفي من الرسوم وحكم فيها على المدعى عليه وأراد الحكوم عليه الطعن في هذا الحكم فلا يؤخذ منه سوى رسم الطعن .
