” لا يجوز دخول جمهورية مصر العربية أو الخروج منها إلا لمن يحمل جواز سفر أو وثيقة صادرة من السلطة المختصة بذلك فى بلده أو سلطة أخرى معترف بها ، يخولانه العودة الى البلد الصادر منها .
ويجب أن يكون الجواز أو الوثيقة مؤشرا على أى منهما من وزارة الداخلية أو من إحدى البعثات الدبلوماسية أو أى هيئة تنتدبها حكومة جمهورية مصر العربية لهذا الغرض .
